Italy to Legalize and Regulate Online Gambling

The ANNOTICO Report

Italy as the seat of the Vatican, might seem an unlikely place to be among the first  Major Countries to Legalize and Regulate Online Gambling.

But then again, Italians are NOT ideologues, and do Not "blindly" follow Church "guidelines", but prefer to take often instead take a "pragmatic" and more "personalized" approach. :)

People will do it. Don't criminalize it, just because it's dumb. Too many people live lives of quiet desperation, and need something to add a little excitement to their lives. True, they can drive themselves to ruin, but an excess of smoking and drinking will do worse, it will destroy your health!!!!

A few countries have decided to legalize and control online gambling. Great Britain licensed online gaming operators who locate their servers in Britain. Operators will be investigated, and software will be tested.

Holland has, but the sites are written in Dutch, partly to reduce access from people outside the country. Consumers wishing to gamble online must register for a unique code that can then be monitored. If a player is determined to be gambling excessively, they may have counseling recommended, or have their access cut off. [TERRIFIC!!!!]

Online gambling used to be legal in Australia, but has since been outlawed, except for sports betting and lotteries.
In Canada, running an online gambling service may be illegal, but betting does not appear to be.

The Italian government, as recently as February, tried to ban IP addresses of online gambling sites, and then a few days later attempted to get some of the revenue in the industry by setting up a working relationship with an online poker room.

Now, it appears the countries higher ups have had a change of heart, as of January 1, 2007, it will be legal for citizens of Italy to gamble online.

Also cleared by the government is the likes of bingo parlors and public sports betting.

One of the main reasons this gambling became legal is because the Italian government is set to make 3% on all revenues collected by companies from Italian customers.

What will be interesting to see is how the U.S. reacts, as it appears that their attempt to ban the industry to Americans will be rejected and therefore, maybe they will take the route of other countries such as Italy, and try to regulate the gambling instead of illiminating it.
