Italy on UN Security Council for 2007-08; Fifth Time, Last in 1995-96

The UN was created in 1946. In 61 years, Italy will have been the European representative as a Rotating Member for the fifth time in 2007-2008. Less than once a decade, It  is nothing to celebrate.  Italy deserves a PERMANENT Position on the Security Council !!!

 

Need for Reform

 

The Security Council is in GREAT need of Reform. The concept that the victors of WWII still CONTROLLING the Security Council, is ARCHAIC!!!        Five Permanent members of the Security Council  China, France, Russia, USA, and the United Kingdom  

 

The Permanent Members of the Security Council Must be increased to a Membership of at least Ten, with the  Large GDP nations of Germany, Japan, and Italy  (with the world's 7th largest GDP) MUST be included.

 

Other members to be possibly included might be India, Brazil, and there might be a consideration of representation by Continents.

 

Currently Germany and Japan are trying to assure their inclusion, and have entered into an alliance with Brazil and India to lobby for each other. (Called the G4)  Japan and Germany are the UN's second and third largest funders, respectively, while Brazil, the largest South American nation, and India, the world's most populous democracy, are two of the largest contributors of troops to UN-mandated peace-keeping missions.  G4 will support an African addition to their Alliance (probably Niger or South Africa)  France and the United Kingdom declared that they support this claim. Currently the proposal has to be accepted by two-thirds of the General Assembly which translates to 128 votes.

 

Italy and Pakistan are leading opposition to this alliance and call themselves "Uniting for Consensus"

Current Rotating Members

Ten members currently are elected by the General Assembly for two-year terms starting on January 1, with five replaced each year. The members are chosen by regional groups and confirmed by the UN General Assembly. The African  bloc chooses three members; the Latin American an Caribbean, Asian, and Western European and Others  blocs choose two members each; and the Eastern European  bloc chooses one member. Also, one of these members is an Arab country, alternately from the Asian or African bloc country.

Italy will be part of the UN Security Council, with Belgium and South Africa as non-permanent member for 2007-2008. The three States will replace Denmark, Greece and Tanzania.


If for Italy the conclusion appears foregone, the battle for the non-permanent seats is still open for the Asian and Latin American States.

 

Guatemala and Venezuela have expressed their desire to vie for the seat awarded to a member of the Group of Latin American and Caribbean States, while Indonesia, the Republic of Korea (ROK) and Nepal have done the same for the Asian Group seat.


The Italian entry in the Security Council for 2007-2008 agrees with a relaunch phase of the multilateralism. Our Government expressed the hope of an "Europeanization." of the European Union Members' seats in the UN Security Council, and considers to may exert pressure in particular upon France and United Kingdom, availing itself of Maastricht treaty's article 19, which predicts the coordination of the European States' action in the international offices.


Italy has been Security Council's member five times, last time in 1995-1996, in occasion of the 500 anniversary of the United Nations and when Kofi Annan had nominated General Secretary.

 

After the inauguration in January, Italy will be the European State with more legislation in the Security Council -6- respect to Holland, Poland, Belgium, Germany, Norway and Spain.
